I am install a stand-alone WPS on a Windows 7 64bit.
WebSphere Portal Server V7.0 Download Document (Windows)
Resources available: WebSphere Portal version 7.0, fix pack 2 (7.0.0.2)
After downloading the install kit (easy to find!) I install WPS 7.0.0.0 as Next, Next, Next ... and log into WPS and log into WAS.
Now we need WAS to be 7.0.0.19 and not 7.0.0.11 as in the install kit.

When WAS is running 7.0.0.19+ we can continue on WPS.
